East side: final phase of construction underway
A major traffic shift is now in place on the east side of Evansville as part of the final phase of construction for the two east side intersections. The project will be completed by the end of 2026. New lane assignments were made, and the westbound displaced left turns (DLT) lanes were opened to traffic as part of the work area shift.
The DLTs in use are for traffic turning south from the Lloyd Expressway to Burkhardt Road (dual lanes) and for traffic turning south from the Lloyd to Eagle Crest Boulevard/Cross Pointe Boulevard (a single lane).
The DLTs for northbound lefts are under construction in this final phase of work and are anticipated to open in late fall.
Drivers should continue to pay close attention while becoming familiar with the new configuration. DLTs are different than regular left turns as you initiate the left turn before the main intersection. This allows turning vehicles to move to the outside lanes of the intersection during the time they would normally be idling at the main intersection. With left turns positioned outside of the east/west through lanes, when the light turns green, left turns and through traffic can move at the same time. This provides more green-light time, increases capacity, and allows traffic to move through the intersection more efficiently.
West side: Median U-turns open; DLT coming this fall
Left turns at Red Bank Road remain closed while crews construct the center portion of the new displaced left-turn intersection. Rosenberger Avenue and Boehne Camp Road can be used for accessing retail and dining near Red Bank Road. Performing a restricted left turn at the intersection is dangerous and can create delays for through traffic.
When complete, the Red Bank intersection will have one displaced left-turn lane in each direction. Although the intersection previously provided two conventional left-turn lanes, the modern design provides a long queue and substantially more green-light time to help traffic clear efficiently. The full intersection will open when construction and signal work are completed later this fall.
To help introduce the DLT, we’re preparing to host an educational event in the fall to help drivers navigate the new facility. The event will give drivers an opportunity to walk through the traffic pattern using a large roadway diagram, view an animated DLT demonstration, and ask the project team questions before the intersection opens.
Be aware: flaggers present
Milling corrections and paving work will begin Wednesday, September 2, between Rosenberger Avenue and just east of Posey County Line Road. As crews move through the project area, flaggers will be present to temporarily shift traffic around the work. Be aware of the construction speed limit and follow the flaggers’ instructions.
As part of the Lloyd4U project, all pavement on the west side was removed and replaced down to the ground. The milling work smooths out areas near intersections that need additional attention. The base pavement has been installed, and this final layer of pavement is the last step toward a smoother ride and reduced future maintenance.
Bridge work nears completion
Work also continues on the west side bridges. We appreciate your patience as short-term closures were needed to bring in beams and heavy equipment. Fortunately, that is all behind us and no additional traffic delays are anticipated near the bridges. You might have seen a line of cement trucks as project crews poured the concrete deck at Tekoppel Avenue. In mid-September, we will have a final bridge-deck pour at the CSX railroad crossing bridge.
Mayors celebrate a milestone
The Lloyd Expressway has touched the tenures of many former Evansville mayors since work first kicked off in 1983 and was completed in 1988. We asked three of them to share their observations as part of the Lloyd4U Legacy series we’ve published on our website and social media.
Russell Lloyd Jr. wrote about his family’s connection to the expressway’s origins in “My Father’s Name Has Become Part of Evansville’s Story” followed by Jonathan Weinzapfel’s “From the Back Seat to a Better Future” that includes his first-person experience driving around Evansville as a youth.
Lastly, Mayor Lloyd Winnecke wrote about the Lloyd and its role in the city’s future in his piece: “Benefits Beyond the Barricades.”
